ملخصThe rapid growth of electronic resources and the e-learning technology brings the necessity for implementing a tool that can organize the digital resources in a good manner so they can be easily found and retrieved. Over the years, the digital libraries and e-libraries have been implemented as tools for facilitating the method of organizing and saving the electronic resources such as e-journals, papers, lectures, video, e-book, …, etc. Because of the COVID-19 pandemic in the last two years most of the universities depend on the e-learning and blended learning to help the students to continue the way that they have started to get knowledge and degrees. Therefore, a huge number of electronic resources have been generated by instructors which highlights the necessity for implementing e-libraries in universities. Since most of the available e-libraries are not available for free and they need connection to the internet. In this project an e-library application has been designed and implemented which can be easily improved to meet the requirement of the institution. The prototype of the implemented e-library has been created for Al-Rasheed university college. The Visual Basic (VB.net) and SQL server have been used in the practical implementation. The experiments of testing the implemented e-library proved that it can be easily used by the admins and users. The implemented e-library is a prototype, therefore, we expect to improve it a lot in the future. يصاحب النمو المتزايد للموارد الالكترونية و تكنلوجيا التعلم الالكتروني ضرورة ماسه لبناء أداة يمكنها تنظيم الموارد الرقمية بطريقة جيدة بحيث يمكن العثور عليها و استرجاعها بسهولة. على مر السنين، تم بناء المكتبات الرقمية و المكتبات الالكترونية كأدوات لتسهيل طريقة تنظيم وحفظ الموارد الإلكترونية مثل المجلات الإلكترونية، والأوراق البحثية، والمحاضرات، والفيديوهات، والكتب الإلكترونية، ... إلخ. بسبب COVID- 19 جائحة في العامين الماضيين، اعتمدت معظم الجامعات على التعلم الإلكتروني والتعلم المدمج لمساعدة الطلبة على مواصلة الطريق التي بدأوا بها في الحصول على المعرفة والدرجات العلمية. لذلك، تم إنشاء عدد كبير من الموارد الإلكترونية من قبل التدريسيين مما يبرز ضرورة تنفيذ المكتبات الإلكترونية في الجامعات. نظرًا لأن معظم المكتبات الإلكترونية المتوفرة ليست متاحة مجانًا وتحتاج إلى اتصال بالإنترنت. في هذا المشروع، تم تصميم وتنفيذ تطبيق مكتبة إلكترونية يمكن تحسينه بسهولة لتلبية متطلبات المؤسسة. تم إنشاء النموذج الأولي للمكتبة الإلكترونية المنفذة لكلية الرشيد الجامعة. تم استخدام Visual Basic (VB.net) وخادم SQL في التنفيذ العملي. أثبتت تجارب اختبار المكتبة الإلكترونية المنفذة سهولة استخدامها من قبل المشرفين والمستخدمين. تعد المكتبة الإلكترونية المنفذة نموذجًا أوليًا، لذلك نتوقع تحسينها كثيرًا في المستقبل.
